The COVID-19 pandemic has drawn attention to the existence of devolved government in the UK. Here in Wales we’re used to hearing from Mark Drakeford, but my guess is that it’s only in recent months that most people in other parts of the UK will have become actively aware of his role as First Minister, and indeed the authority held by the Welsh Government to create policy and to legislate.
